HURRICANE EVACUATION BEHAVIORAL SURVEY AND ANALYSIS FOR THE MARYLAND WESTERN SHORE

Image of cover of Hurricane Evacuation Behavioral Survey and Analysis for the Maryland Western Shore
SUMMARY:

In preparing hurricane evacuation plans, assumptions must be made regarding the manner in which the population in and around the vulnerable area will reach to the threat.  These assumptions are necessary for shelter planning, transportation modeling, and guidance in evacuation decision-making and public awareness.  This report addresses these behavioral issues for the MD Western Shore HES study area.

SUMMARY:

The principal purpose of the transportation analysis for a HES is to: 1) determine the time required to evacuate the vulnerable population (clearance times), and 2) evaluate general traffic control measures that could improve the flow of evacuating traffic. This report documents the transportation analysis process and findings.
