HES Overview:

PURPOSE OF THE HES PROCESS is “To provide emergency management officials information that will assist them in hurricane evacuation planning and decision-making.”  There are five major analyses that are conducted for a standard HES, which include: Hurricane Hazards Analysis, Community Vulnerability Analysis, Behavior Analysis, Transportation Analysis, and the Shelter Analysis.  The diagram below demonstrated the typical HES steps.  After the completion of the five analyses, a Technical Data Report (TDR) is developed to summarize all findings and data collected and created.

SUMMARY:
This document was prepared using previous hurricane evacuation study procedures and is intended to be a flexible framework with which the U.S. Army Corps of Engineers can effectively develop important information and translate it to local officials. A broad use of these guidelines should provide uniformity of terminology and content to a complex study process.
