AMENDMENT TO FINAL PENNSYLVANIA PIPELINE PROJECT ENVIRONMENTAL ASSESSMENT

On July 13, 2017, the U.S. Army Corps of Engineers, Baltimore District (Corps), issued a proposed amendment to its Environmental Assessment (EA) for the easement agreement allowing Sunoco Pipeline, Limited Partnership (SPLP) to construct and operate a portion of its Pennsylvania Pipeline Project (including two natural gas liquids pipelines) through Corps-owned/administered properties at Raystown Lake. The proposed amendment to the EA was deemed necessary due to unforeseen changes in the project’s construction schedule and considered allowing limited construction activities to continue into the summer season.
Based on the proposed amendment to the EA and feedback received during the subsequent public comment period, the Corps has decided to maintain the timing restrictions imposed per the original FONSI and EA, adhering to the impact minimization measure that prohibits construction from mid-May to after Labor Day (September 4, 2017) weekend. Additionally, to offset the impact of temporary occupation of the Mushroom parking lot by project-related horizontal directional drilling (HDD) construction equipment, materials, and workspace, maintenance of a temporary parking area will be maintained until ongoing HDD and project construction activities are completed and the parking area is no longer needed.

RAYSTOWN LAKE, Pennsylvania – The U.S. Army Corps of Engineers, Baltimore District (Corps), has prepared an amendment to its Environmental Assessment (EA) for the easement agreement allowing Sunoco Pipeline, Limited Partnership (SPLP) to construct and operate a portion of its Pennsylvania Pipeline Project (including two natural gas liquids pipelines) through Corps-owned/administered properties at Raystown Lake. The easement and license to construct has already been issued and construction has begun.
An amendment to the EA is necessary due to unforeseen changes in the project’s construction schedule. A change in the allowed seasonal construction timeframe is being considered that would extend the period of time and allow certain limited construction activities to continue during specifically-defined timeframes within peak recreation season, between Memorial Day and Labor Day, at the Seven Points Recreation Area of Raystown Lake. The specific provisions and impact minimization/mitigation measures presented in this amendment to the EA should not interfere with the Corps mission of providing recreation at Raystown Lake.

RAYSTOWN LAKE, Pennsylvania — Construction activities will begin Feb. 21 at U.S. Army Corps of Engineers, Raystown Lake, in conjunction with construction of the Sunoco Pennsylvania Pipeline Project. Activities are scheduled to continue until May 2017.
While impact to visitors of Raystown Lake during construction is expected to be minimal, construction activities may result in audible noise pollution. Seven Points Recreation Area will remain open to the public, and restrictions on construction or equipment operations will be dependent upon minimizing impacts to those recreating. A secondary and final construction phase will resume after Labor Day, once peak recreation season has concluded.
The Pennsylvania Pipeline will expand Sunoco’s existing pipeline systems, and is expected to transport up to 700,000 barrels of natural gas liquids per day.
The Corps remains committed to ensuring measures exist to minimize impacts both to the environment and to the authorized purposes for which Raystown Lake was constructed.
