Public Notices Overview

A Public Notice is prepared as the primary method of advising all interested parties of a proposed activity for which a permit is sought and of soliciting comments and information necessary to evaluate the probable beneficial and detrimental impacts on the public interest.  Public notices are only prepared for projects determined to exceed minimal individual or cumulative adverse environmental effects and that may be contrary to the public interest.



Submitting Comments:

To send email comments to the respective Project Manager, click on the Project Manager's name below, or contact the Regulatory Branch, U.S. Army Corps of Engineers, Baltimore District, 2 Hopkins Plaza., Baltimore, MD 21201. Comments made in reference to a Public Notice should include your name, address, and phone number. Please be sure to include the Public Notice Number or the Application Number on all correspondence to the District.

SPN16-07 Information to Assist in Compliance with Nationwide Permit General Condition 18, Endangered Species - 1/29/2016: SPN16-07 the comment period is January 29, 2016 - Nationwide Permit: General Condition 18 Information. The purpose of this document is to provide information for prospective users of the Nationwide Permits (NWPs) that are not federal agencies to help them determine whether a proposed NWP activity requires a pre-construction notification (PCN) to ensure compliance with the Endangered Species Act (ESA). PN16-06 (MDNR/Fisheries Service/Man O'War Shoal Shell Dredging) - 2009-61802-M04 - 1/27/2016: THE PURPOSE OF THIS PUBLIC NOTICE IS TO ADVISE THAT BOTH OF THE CORPS/MARYLAND DEPARTMENT OF THE ENVIRONMENT PUBLIC HEARINGS ON THE SUBJECT APPLICATION HAVE BEEN RESCHEDULED DUE TO THE WINTER STORM. AT THIS TIME, NO DECISION HAS BEEN MADE AS TO WHETHER OR NOT AUTHORIZATIONS WILL BE ISSUED. FOR ADDITIONAL INFORMATION ON THIS PROJECT REFERENCE PN15-89.

SPN16-05 Maryland State Programmatic General Permit - 5 - 1/22/2016: SPN16-05 the comment period is January 22, 2016 to March 07, 2016 - The MDSPGP-5 is a modification of the MDSPGP-4 that includes proposed substantive modifications consisting of the inclusion of temporary construction impacts into the description and thresholds for several activities reducing the need to use multiple MDSPGP-5 activities for a single and complete project stacking; a new maximum total (temporary and permanent) acreage impact threshold for Category A of Activity b(1), General Maintenance activity; the addition of two new activities for culvert pipe grouting and stormwater management activities; elimination of Activity e(6), Special Area Management Plan (SAMP) Study Area Projects, and the clarification of definitions and compensatory mitigation within the MDSPGP-5.
