U.S. Army Corps of Engineers seeks public comment on Starrucca Creek Stabilization Project

The U.S. Army Corps of Engineers, Baltimore District, invites public comment on the draft Environmental Assessment (EA) and draft Finding of No Significant Impact (FONSI) for a proposed emergency streambank stabilization project along Starrucca Creek in Susquehanna County. 

The project, currently in the planning phase, is intended to address significant streambank erosion threatening the stability of State Route 1005, a critical emergency services route. The proposed plan involves realigning a small section of the creek and armoring the bank to prevent further erosion and protect this vital public infrastructure. 

The project is authorized under the Continuing Authorities Program (CAP), Section 14, a legislative authority by which the Secretary of the Army, acting through the USACE Chief of Engineers, is authorized to plan, design, and implement certain types of water resources projects without additional project-specific congressional authorization. 

The draft EA indicates the project is expected to have minor, short-term environmental impacts during construction but will provide long-term benefits by improving stream flow, reducing flood risk, and securing the roadway. USACE is seeking input from the public on these findings.
