    Army Corps of Engineers proposes new process improvements for oyster aquaculture in Chesapeake Bay – seeks feedback

    The Regulatory Branch is requesting comments on proposed changes to the current aquaculture permitting process in Maryland. Proposed changes include allowing unlimited project acreage for qualifying aquaculture activities and a concurrent application review process with Maryland Department of Natural Resources.

    Final report released analyzing sediment and pollution flow impacts to Chesapeake Bay from Conowingo Dam

    The final Lower Susquehanna River Watershed Assessment (LSRWA) report is now available. The draft report was released for public comment Nov. 13, 2014. The report concludes that following through on the blueprint to clean up the Chesapeake Bay and its tributaries will have a much greater and longer-lasting effect on water quality than addressing the Conowingo Dam's reduced capacity to trap sediment. However, if the additional nutrient and sediment load impacts from the Conowingo Dam are not addressed, Bay water-quality standards will not be met by 2025 in three mid-Bay segments - even with full watershed implementation plan achievement.

Major Antonio Jones (left) honored Mr. Walter Beach, seasonal sewage and water plant operator, Tioga-Hammond & Cowanesque Lakes Project, for his heroic actions in preventing loss of life and property damage in a recognition ceremony in Tioga, Pennsylvania, February 8, 2016. 

Beach was praised for taking action in June 2015, when he observed a camper failed to place her vehicle in park while unlatching from her motor home in Tompkins Campground, sending the unattended vehicle on a backwards, downhill descend towards Cowanesque Lake and multiple campsites, restroom facilities, and a playground. Beach quickly drove up the hill and struck the small vehicle with his Army Corps service vehicle, safely bringing it to a stop.  Minimal damage occurred to either vehicle, and there were no bodily injuries. (U.S. Army photo by David Gray)

    Administration’s fiscal 2017 budget calls for $109.3 million for U.S. Army Corps of Engineers, Baltimore District’s Civil Works program

    The president’s budget for fiscal 2017 (FY 2017) includes roughly $109.3 million in gross discretionary funding for the Civil Works program of the U.S. Army Corps of Engineers, Baltimore District. This funding allows Baltimore District to continue to maintain and improve water resources infrastructure, bringing economic and environmental returns to the Nation, while reducing risks to public safety.

  • The U.S. Army Corps of Engineers, Baltimore District, places shell to restore oyster reefs in the Chesapeake Bay tributary of Harris Creek, April 1, 2015. The shell comes from processing plants in the mid-Atlantic region and is permitted to be imported and placed in the river. There is not sufficient natural shell available to restore oyster habitat in the Bay. Therefore, artificial reefs, known as substrate or alternative substrate, have been constructed at restoration locations throughout the Bay. Substrate may be any combination of oyster shell, clam shell, or alternative substrate such as crushed concrete, rock or granite.The shell is 2 to 3 inches in diameter.     Oyster restoration delayed in the Tred Avon River

    The Baltimore District announced Feb. 2, 2016, that it has delayed oyster restoration in the Tred Avon River at the request of its non-federal cost-share sponsor, the Maryland Department of Natural Resources. This delay affects 8 acres of reef restoration that was part of an initial 24-acre project performed in spring 2015. Additionally, the delay will impact 20 - 30 acres of shallow-water reef restoration planned for a contract award in summer 2016 with construction taking place in winter 2016/2017. As a result of this delay, the Baltimore District plans to send a portion of its available oyster restoration funding in 2016 to the Corps’ Norfolk District for Bay restoration in Virginia.

    Army Corps seeks public comment on modified permit process for activities in Maryland

    The Baltimore District released for public comment its proposal to renew and revise its existing Maryland State Programmatic General Permit (MDSPGP), with the addition of two new authorized activities for culvert pipe grouting and stormwater management facilities. This permit will be valid for 5 years and applies to activities proposed in waters of the United States, including navigable waters, streams, rivers, other open waters and wetlands within Maryland.
