Water Safety

Project Overview

This 100-foot high and 1.3 mile long dam forms Foster Joseph Sayers Reservoir. Completed in 1969, the reservoir is named in honor of Foster Joseph Sayers, a Private 1st Class machine gunner in the U.S. Army and World War II Congressional Medal of Honor Recipient. The 1,730-acre lake is the focal point for water-based recreation at Bald Eagle State Park.

Location:  Foster Joseph Sayers Dam is located on Route 150 in Centre County, Pa., on Bald Eagle Creek about 1 mile upstream from Blanchard and 14 miles above the mouth at Lock Haven.

Authorization:  The project is a unit of the comprehensive flood control plan for the protection of communities in the West Branch Susquehanna River Basin and was authorized by the Flood Control Act approved Sept. 3, 1954. It is described in House Document No. 29, 84th Congress, first session.

Facilities:  Recreation facilities are operated and maintained by the Commonwealth of Pennsylvania, Department of Conservation and Natural Resources (DCNR). DCNR leases 5,900 acres with the following facilities: beach, marina, picnic areas, boat launches and camping. Howard Borough also leases, operates, and maintains a five-acre community park. Sanitary facilities were constructed under a tri-party agreement among the Commonwealth, the Howard Borough Authority and the federal government. Recreation is available year round.  The marina closes on Oct. 31 annually.  The boat launch is open until mid-February (weather permitting).  Campgrounds are open through hunting season (mid-December) and winter sports are available.
