This Public Notice is to inform the community that the U. S. Army Corps of Engineers’ (USACE) has completed its Second Five-Year Review (FYR) of Buckroe Beach, a Formerly Used Defense Site (FUDS Project # C03VA1011) and in the Military Munitions Response Program (MMRP) as Munitions Response Site (MRS) C03VA101101.
The purpose of the FYR was to determine if the remedy selected in the Decision Document (DD) for Buckroe Beach is, and will continue to be, protective of human health and the environment. The Army is required to evaluate the protectiveness of these remedies at least every five years because hazardous substances, pollutants or contaminants remain at Buckroe Beach above levels that allow for unlimited use and unrestricted exposure.
The selected remedy for Buckroe Beach is Land Use Controls (LUCs), that includes public notification and education measures to protect human health and the environment. The LUCs consists of institutional controls that includes 1) Safety Advisory Signs posted at public beach access points, 2) Recognize, Report, Retreat (3Rs) Explosives Safety Guide Brochure available at the James T. Wilson Fishing Pier, 3) 3Rs Explosives Safety Guide for Maritime Industry available at the James T. Wilson Fishing Pier, and 4) 3Rs Explosive Safety Training Video for permitted metal detector users on the beach, available at the James T. Wilson Fishing Pier. The FYR concluded that the current remedy at Buckroe Beach is protective of human health and the environment.
