Public Notices Overview

A Public Notice is prepared as the primary method of advising all interested parties of a proposed activity for which a permit is sought and of soliciting comments and information necessary to evaluate the probable beneficial and detrimental impacts on the public interest.  Public notices are only prepared for projects determined to exceed minimal individual or cumulative adverse environmental effects and that may be contrary to the public interest.

Submitting Comments:

To send email comments to the respective Project Manager, click on the Project Manager's name below, or contact the Regulatory Branch, U.S. Army Corps of Engineers, Baltimore District, 2 Hopkins Plaza., Baltimore, MD 21201. Comments made in reference to a Public Notice should include your name, address, and phone number. Please be sure to include the Public Notice Number or the Application Number on all correspondence to the District.

SPN16-56 (NAB-2016-00055) MDSPGP-5 - September 30, 2021 - 9/30/2016: SPN16-56 (Maryland State Programmatic General Permit–5 (MDSPGP-5) – September 30, 2016: The purpose of this Public Notice is to inform the public that the Maryland State Programmatic General Permit -5 (MDSPGP-5) has been issued for a 5-year period. The MDSPGP-5 will be implemented and in full effect in applicable portions of the State of Maryland on October 1, 2016. POC: Mr. Steve Elinsky @ 410-962-450 or by email Steve.Elinsky@usace.army.mil. NOTE: A State 401 Water Quality Certification and a Federal Coastal Zone Management Act Consistency Determination (for activities located within the designated Coastal Zone Management Area) have been issued by the MDE on September 13, 2016. These are required pursuant to the MDSPGP-5, Part VII. B. 15 & 16, and must be obtained prior to commencing construction of the project.
