Middleburg Training Center Acquisition - NEPA

The U.S. Army is proposing to acquire the 149-acre Middleburg Training Facility, a privately-owned horse farm in Loudoun County, Virginia. This property is being considered to support the well-being and training of the horses of the Caisson Detachment, part of the 3rd U.S. Infantry Regiment (The Old Guard). The acquisition would provide ample space for the Detachment's 100-horse herd, allowing for horse care, dedicated training facilities, and land improvements essential to their mission of providing dignified ceremonial funerary support.

Draft Environmental Assessment and Finding of No Significant Impact

The U.S. Army has prepared this draft Environmental Assessment (EA) and Finding of No Significant Impact (FNSI) in compliance with the National Environmental Policy Act (Title 42 United States Code (U.S.C.) § 4321 et seq.) (NEPA); U.S. Department of Defense (DoD) NEPA Implementing Procedures issued 30 June 2025; Army Regulation (AR) 200-1, Environmental Protection and Enhancement; and applicable Army NEPA guidance.

This draft EA analyzes the reasonably foreseeable effects to the human environment as a result of the Proposed Action, which involves the real property acquisition of the Middleburg Training Facility in Loudoun County, Virginia, to the U.S. Army Garrison, Joint Base Myer-Henderson Hall, as well as potential future improvements to the property following the acquisition. A No-Action Alternative is also analyzed, and alternatives considered but eliminated from the analysis are identified.

  • water resources
  • biological resources
  • cultural resources
  • demographics, land use
  • aesthetics and visual resources
  • traffic
  • utilities, hazardous, toxic, and radioactive waste
  • air quality
  • noise
  • health and human safety/protection of children

The draft EA review period ends on Dec. 19, 2025. Interested parties are invited to review the documents and submit written comments or questions. What is the National Environmental Policy Act (NEPA)?

In 1969, Congress passed NEPA, the national charter for responsible management of the environment. Under NEPA, all branches of the Federal government must consider the potential impacts of their proposed actions on the human environment prior to making a decision to implement the action.

One process for considering the potential impacts of proposed Federal actions is through the preparation of a document called an Environmental Assessment (EA). The EA determines whether or not a Federal action has the potential to cause environmental effects. Preparation of an EA also provides an opportunity for the public to learn about and comment on Federal actions that may affect their communities prior to any action being taken.
