Public Notices Overview

A Public Notice is prepared as the primary method of advising all interested parties of a proposed activity for which a permit is sought and of soliciting comments and information necessary to evaluate the probable beneficial and detrimental impacts on the public interest.  Public notices are only prepared for projects determined to exceed minimal individual or cumulative adverse environmental effects and that may be contrary to the public interest.

To send email comments to the respective Project Manager, click on the Project Manager's name below, or contact the Regulatory Branch, U.S. Army Corps of Engineers, Baltimore District, 2 Hopkins Plaza., Baltimore, MD 21201. Comments made in reference to a Public Notice should include your name, address, and phone number. Please be sure to include the Public Notice Number or the Application Number on all correspondence to the District.

    Expiration date: 10/31/2025

    Comment Period: October 1, 2025 to October 31, 2025. Description: to discharge dredged and/or fill materials into waters and wetlands associated with construction of an approximately 8-mile long, four-lane limited access highway, between Potter’s Mills and Boalsburg, permanently adversely impact (permanent loss of wetlands) 14.81 acres of wetlands at 47 permanent impact locations; temporarily impacting up to 15.46 acres of wetlands at 34 temporary impact locations; permanently adversely impacting (permanent loss of waters) 3,798-linear feet/0.65 acre of stream channels at 23 permanent impact locations; and temporarily impacting up to 802-linear feet/2.61 acres of stream channels at 26 temporary impact locations.   • 408-NAB-2020-0014 Codorus Creek Greenway Phase I Project

    Comment Period: September 22, 2025 to October 10, 2025. Description: To reconfigure and stabilize approximately 6,200 linear feet of creek and adjacent land for the purpose of creating a more natural channel configuration, improving water quality, improving aquatic habitat, and creating public amenities to provide increased outdoor active and passive recreational opportunities.   • 408-NAB-2025-0010 PPL Electric Utilities Corporation Lycoming-Williamsport 1&2 69kV Line Rebuild Project

Description: To solicit comments from the public concerning issuance of a Department of the Army permit to reconstruct an existing electric transmission facility crossing the West Branch of the Susquehanna River from South Williamsport Borough to Williamsport City.   • Buckroe Beach Formerly Used Defense Site Completion of Five-Year Review Notice

    This Public Notice is to inform the community that the U. S. Army Corps of Engineers’ (USACE) has completed its Second Five-Year Review (FYR) of Buckroe Beach, a Formerly Used Defense Site (FUDS Project # C03VA1011) and in the Military Munitions Response Program (MMRP) as Munitions Response Site (MRS) C03VA101101.
  • Former Frankford Arsenal Formerly Used Defense Site Area I Notification of Five – Year Review

    The U.S. Army Corps of Engineers has completed its second and final Five-Year Review for Area I at the former Frankford Arsenal Formerly Used Defense Site in Philadelphia, Pennsylvania. The review confirmed that the No Further Action remedy remains protective of human health and the environment. Because the site has achieved unlimited use and unrestricted exposure standards, no additional Five-Year Reviews will be required for Area I.
