Public Notices Overview

A Public Notice is prepared as the primary method of advising all interested parties of a proposed activity for which a permit is sought and of soliciting comments and information necessary to evaluate the probable beneficial and detrimental impacts on the public interest.  Public notices are only prepared for projects determined to exceed minimal individual or cumulative adverse environmental effects and that may be contrary to the public interest.

Comments made in reference to a Public Notice should include your name, address, and phone number.   • PN-25-22 NAB-2023-61731-TREC (Grace Creek/Living Shoreline & Coastal Resiliency)

    Expiration date: 5/25/2025

    Comment Period: April 25, 2025 to May 25, 2025. Description: To restore 2,700 linear feet of tidal shoreline along the northern and eastern shorelines of Boby Owl Cove, near the confluence of Leadenham Creek and Grace Creek, utilizing a living shoreline design with an approximately 72,716 square feet/1.67 acre impact area for placement of stone sills, establishment of tidal low marsh habitat, and placement of oyster reef balls for shoreline protection. The project would extend no more than 48 feet channelward of the mean high water (MHW) shoreline, starting along a private property at 23432 Berry Road and extending east and then south on Grace Creek Farm property to Fairbanks Point in Bozman, Talbot County, Maryland.   • PN-25-21 NAB-2025-60086-M54 (Indian Landing Boat Club/Living Shoreline)

    Expiration date: 5/22/2025

    Comment Period: April 22, 2025, to May 22, 2025. Description: To stabilize approximately 2,524 linear feet of shoreline, including two islands, utilizing a living shoreline design located in the Severn River at the Indian Landing Boat Club.   • 408-NAB-2023-0024 Columbia Gas Transmission Line 8233 Project

    Expiration date: 5/1/2025

    Comment Period: April 16, 2025 to May 1, 2025. Description: To replace approximately 540-feet of existing natural gas transmission pipeline #8233 from Kitzmiller, MD to Blaine, WV. The existing 4-inch diameter bare steel pipe will be replaced with a 4-inch diameter coated plastic pipe using horizontal directional drill (HDD) methodology under the North Branch Potomac River and levees.   • 408-NAB-2023-0022 PennDOT 1-83 North York Widening Project

    Expiration date: 5/1/2025

    Comment Period: April 16, 2025 to May 1, 2025. Description: To replace the existing eight-span bridge over the Codorus Creek, existing three-span bridge over Loucks Mill Road, and existing five-span bridge over the Norfolk Southern Rail Yard with an eight-span steel plate girder bridge that spans all the above features. The existing bridge has piers in the channel, which will be removed, and in the levee, which will be cut flush to grade. The proposed bridge has fewer piers; no proposed piers will be in the low-flow channel and two piers will be constructed at the toe of the levee.   • SPN-25-20 National Energy Emergency Executive Order 14156

    Comment Period: April 4, 2025. Description: This notice is to advise the public that the United States Army Corps of Engineers, North Atlantic Division has approved use of emergency permit processing procedures for Pennsylvania, Maryland and the District of Columbia, in accordance with 33 CFR § 325.2(e)(4), for the National Energy Emergency established by Executive Order (E.O.) 14156, issued on January 20, 2025 under the President’s legal authorities, including the National Emergencies Act (50 U.S.C. 1601 et seq) and section 301 of title 3, United States code.
