Project Background

Acting as the executing agent for the U.S. Coast Guard (USCG), the U.S. Army Corps of Engineers (USACE) is delivering two vital national security projects: the Curtis Creek Improvement Dredging and Waterfront Recapitalization. This effort directly supports the national strategy outlined in America's Maritime Action Plan, which calls for recapitalizing public shipyards to restore the U.S. Maritime Industrial Base (MIB). The USCG received a historic $500M investment for its sole shipyard through the FY25 Budget Reconciliation. The 5-year funds will be obligated for channel and berth dredging, floating dry dock acquirement, waterfront refurbishment including utilities and cranes. As one of the Nation’s five publicly owned shipyards, the Yard must maintain and expand its mission capability and capacity to service the newly acquired, more complex surface fleet. The arrival of a new, larger fleet in 2030 requires a deeper federal channel and recapitalized waterfront infrastructure to ensure the operational readiness to secure national borders and fulfill international security missions. 2030 is an unmovable national security requirement when Coast Guard National Security Cutters will need to undergo a Major Maintenance Availability at the Yard. Strict accountability and cooperation from all public and private stakeholders is critical to keeping the project on schedule. 

              

Project and Scope

USACE is delivering the Major Cutter Ship Handling Capability at the Yard through two technically integrated projects, executing the work to meet the customer's operational requirements while proactively managing risks and stakeholder coordination. A primary schedule risk involves submerged utility conflicts. USACE is executing a rigorous, multi-step due-diligence process to clear the channel but requires continued stakeholder engagement to meet project milestones.

Project 1:
Curtis Creek Improvement Dredging
Deepen Navigational Channel & Turning Basin to -27 ft MLLW + 1 ft of over dredge allowance (-28 ft total). Primary Focus: The project requires conflict resolution with over 15 submerged utility and infrastructure crossings ( e.g., commercial rail, local utilities). USACE Regulatory conducted extensive permit searches to identify known stakeholders and subsequently issued a Special Public Notice (closed March 31, 2026) to identify any unknown infrastructure. Resolving all identified and potential conflicts - and navigating the long lead times required to permit and relocate utilities - remains the primary schedule risk. Timely coordination by these external parties is mandatory to prevent construction delays.
Project 2: Waterfront Recapitalization
Demolish and reconstruct Piers 2 & 3 and the South
Wharf; demolish Bldg. 68, procure two new cranes; upgrade utilities 
Primary Focus: Complex demolition and construction must be perfectly phased to ensure
the Yard maintains operational continuity during the build. Equally critical is proactive
stakeholder coordination to secure necessary construction and environmental permits
from external regulatory agencies, ensuring administrative processes do not delay the
construction timeline.
Acquisition Strategy: Fosters innovation and cost control to deliver the best value to the
government and the customer.
