Acting as the executing agent for the U.S. Coast Guard (USCG), the U.S. Army Corps of Engineers (USACE) is delivering two vital national security projects: the Curtis Creek Improvement Dredging and Waterfront Recapitalization. This effort directly supports the national strategy outlined in America's Maritime Action Plan, which calls for recapitalizing public shipyards to restore the U.S. Maritime Industrial Base (MIB). The USCG received a historic $500M investment for its sole shipyard through the FY25 Budget Reconciliation. The 5-year funds will be obligated for channel and berth dredging, floating dry dock acquirement, waterfront refurbishment including utilities and cranes. As one of the Nation’s five publicly owned shipyards, the Yard must maintain and expand its mission capability and capacity to service the newly acquired, more complex surface fleet. The arrival of a new, larger fleet in 2030 requires a deeper federal channel and recapitalized waterfront infrastructure to ensure the operational readiness to secure national borders and fulfill international security missions. 2030 is an unmovable national security requirement when Coast Guard National Security Cutters will need to undergo a Major Maintenance Availability at the Yard. Strict accountability and cooperation from all public and private stakeholders is critical to keeping the project on schedule.
