Public Notices Overview

A Public Notice is prepared as the primary method of advising all interested parties of a proposed activity for which a permit is sought and of soliciting comments and information necessary to evaluate the probable beneficial and detrimental impacts on the public interest.  Public notices are only prepared for projects determined to exceed minimal individual or cumulative adverse environmental effects and that may be contrary to the public interest.

Submitting Comments:

To send email comments to the respective Project Manager, click on the Project Manager's name below, or contact the Regulatory Branch, U.S. Army Corps of Engineers, Baltimore District, 2 Hopkins Plaza., Baltimore, MD 21201. Comments made in reference to a Public Notice should include your name, address, and phone number. Please be sure to include the Public Notice Number or the Application Number on all correspondence to the District.

    Comment Period: September 22, 2023 to October 22, 2023. Description: For a proposed establishment of a 63.92-acre single user compensatory mitigation bank site involving the establishment, enhancement, and preservation of nontidal wetlands and wetland buffers.   • SPN-23-37 (Announcing The Maryland Stream Mitigation Framework, Version 1 Final)

    Description: The Corps has published the Maryland Stream Mitigation Framework Version 1 Final (MSMF V.1. Final) for use by Corps project managers in review of DA permit applications where greater than minimal stream impacts occur and for review of mitigation proposals in Maryland to offset such impacts. The tool includes a user manual, stream credit/debit calculation workbook, and several other appendices to help populate fields in the calculation workbook including Functional/Conditional Assessments for streams and stream buffers. MSMF V.1. Final may also be used by project applicants to estimate stream credits or debits for proposed permit applications.
