Public Notices Overview

A Public Notice is prepared as the primary method of advising all interested parties of a proposed activity for which a permit is sought and of soliciting comments and information necessary to evaluate the probable beneficial and detrimental impacts on the public interest.  Public notices are only prepared for projects determined to exceed minimal individual or cumulative adverse environmental effects and that may be contrary to the public interest.

  • Notice of Availability of the Beta Streamflow Duration Assessment Methods for the Northeast and Southeast

    The U.S. Army Corps of Engineers (Corps) Baltimore, Buffalo, Charleston, Chicago, Detroit, Fort Worth, Galveston, Huntington, Jacksonville, Kansas City, Little Rock, Louisville, Memphis, Mobile, Nashville, New England, New Orleans, New York, Norfolk, Philadelphia, Pittsburgh, Savannah, St. Louis, Tulsa, Vicksburg, and Wilmington Districts, and the U.S. Environmental Protection Agency (EPA), Regions 1, 2, 3, 4, 5, 6, and 7 jointly announce the availability of the Beta Streamflow Duration Assessment Methods (SDAM) for the Northeast and Southeast (dated April 12, 2023). The methods are rapid assessment tools to help distinguish between ephemeral, intermittent, and perennial streamflow at the reach scale for the Northeast and Southeast SDAM Regions. The beta SDAMs may help provide technical guidance for identifying waters that may be subject to regulatory jurisdiction under Section 404 of the Clean Water Act; however, these methods do not alter or change the definition of “Waters of the U.S.”

    Comment Period: March 31, 2023 to Open. Description: Issuance of this Special Public Notice to inform the public of the recent changes made by the United States Fish & Wildlife Service (USFWS) regarding the final rule to reclassify the federal listing of the Northern Long-Eared Bat (Myotis septentrionalis) as an Endangered Species under the Endangered Species Act.   • PN-23-18 NAB-2021-00412-E04 (Ritz Craft - Unauthorized Wetland Impact)

    Comment Period: April 3, 2023 to May 3, 2023. Description: Ritz-Craft Inc. is proposing to expand and improve the existing 60,000 square foot modular home construction plant to a 200,000 square foot construction plant located in Mifflinburg, Pennsylvania.   • PN-23-16 NAB-2020-61428 (Cove Creek HOA/Dredging and Beach Nourishment)

    Expiration date: 4/29/2023

    Comment Period: March 30, 2023 to April 29, 2023. Description: To maintenance dredge by mechanical method an approximate 25-foot (ft) wide by 540-ft long area within an existing entrance channel and a 100-ft wide by 150-ft long area at the end of the existing jetties to -5.0 feet mean low water resulting in approximately 900 cubic yards of appropriate grain sand to be deposited into an irregularly shaped 36-ft wide by 256-ft long beach area north of the existing jetties as beach nourishment as appropriate, to extend no more than 78 ft channel ward of the approximate mean high water shoreline. Inappropriate grain size material would be deposited at an upland disposal area disposal site off Penny Drive, Tax Map 76 Parcel 5. Contact: Lamuelle L.
